Nearly 600 Toronto Hydro customers in the Moss Park area were left without electricity starting at 8:11 a.m. Wednesday, after an underground cable fault caused a major outage. The issue began on November 5, 2025, and crews have been working since then to restore service.
Toronto Hydro initially estimated power would return around 8:30 a.m. Thursday, later revising the projection to 11:30 a.m., and then to the afternoon. The latest update indicates that full restoration is expected by 3:00 p.m. Thursday, more than 24 hours after the first report.
“As our crews continue underground repairs, we’ve identified that the cable fault causing this outage appears to be the result of a suspected third-party dig-in at an active construction site in the area,” Toronto Hydro said in a social media update just before 4:30 p.m. “This work is unrelated to Toronto Hydro but appears to have damaged our infrastructure.”
Further updates from the utility confirmed that the repair operation is both complex and lengthy because of where the fault occurred.
“It involves safely identifying, repairing and testing the damaged infrastructure before we can return it to service.”
“The damage caused by the third-party contractor is extensive, with the dig-ins occurring in multiple spots,” said Toronto Hydro.
Crew members have been conducting underground repairs and inspections to assess the full extent of the damage. The company continues to coordinate efforts to bring service back safely and efficiently.
The Moss Park outage, caused by third-party construction damage, left hundreds powerless as crews worked for over a day to perform complex cable repairs and restore service by Thursday afternoon.
